Director of Legal Services

Terri Thomas, our director of legal services, has been with OPSRC since 2014. Prior to that she was legal counsel for the Organization of Rural Oklahoma Schools (OROS) for nearly 20 years. Terri provides legal consultation to districts throughout the state and advises our member schools on legal issues in addition to leading professional development to address the most pressing legal issues including board member training for school administrators.

Thomas earned her juris doctorate degree at the University of Oklahoma. She also holds a bachelor’s in finance from Southern Methodist University.
